Are Pathao and inDrive legal, and how do I ride safely?

Ride-hailing firms are registered in Nepal, but rules for private vehicles carrying passengers aren't final. Fares, safety and what to do.

Short answer

The companies are legal. Since 2024 ride-sharing has been listed as a service industry, and firms like Pathao and inDrive are registered. What's still unsettled is the vehicles: national law bars private vehicles from carrying paying passengers, and the government's draft rules for ride-hailing, including fare caps of Rs 25 a km for bikes and Rs 55 a km for cars, hadn't been finalised as of mid-2026. For your safety, book only through the app, check the plate and driver match, share your trip and avoid offline rides.

  • Report problems in the app and call 100 in an emergency.

Common problems

The rider or driver harassed me.

Report it in the app straight away and call the police on 100 if you're in danger. Keep screenshots of the trip and the driver's details.

The driver asked to end the trip in the app and take cash.

Refuse. Offline rides aren't covered by the app's support or any insurance, and they're exactly what the draft rules would fine.

Why do fares change so much?

Apps set fares by demand or let riders bid. The draft national standards would cap fares and the platforms' commission, but they weren't in force as of mid-2026.

Are some provinces different?

Yes. Gandaki Province brought ride-sharing under its own law. Bagmati declared ride-hailing legal in 2022 but didn't issue full rules. Check local rules if you drive for an app.
