How to get a driving licence in Nepal

What it is
A Nepali driving licence (सवारी चालक अनुमतिपत्र) is a smart card issued by your province's Transport Management Office. Two things changed recently. Since Shrawan 2082 (August 2025) new and renewed licences are valid for ten years instead of five. Since 1 Shrawan 2083 (July 2026) the whole application, including payment, has moved to seven provincial EDLVRS portals.
Each province now sets its own fees in its yearly Economic Act. The table on this page uses Bagmati's rates for 2083/84 because that's where most applicants are. If you live in another province, check its Economic Act or ask your Transport Management Office.
Who needs it
- Anyone who wants to ride a motorbike or scooter (category A, or K for scooter only) or drive a car, jeep or delivery van (category B).
- Drivers of tempos, tractors, trucks and buses, who need categories C to J.

It's printed on the licence. If you don't know it, get a blood group test before your biometrics appointment.

How it works

Apply on your province's portal
Since 1 Shrawan 2083 (17 July 2026), new licences are applied for online through each province's EDLVRS site, for example edlvrs.bagamati.gov.np. Scan the QR code on your National ID or in the Nagarik App to fill in the form, choose your category and Transport Management Office and pay online.

Prepare for the written exam
The Department of Transport Management publishes the question bank for each category on dotm.gov.np. Most questions come straight from it, so work through the whole bank for your category.

Sit the written exam
On your exam date go to the office with your citizenship or National ID and the application printout. Pass it before you can book the trial.

Pass the trial
A practical test on the type of vehicle you applied for, on the office's own course. If you fail you can book another attempt.

Give biometrics
Once you pass, the office takes your photo, fingerprints and signature for the smart card.

Wait for the card
The smart card is printed centrally. The department posts lists of printed licences by office on dotm.gov.np, and you collect the card from the office where you applied.

Common problems
My licence is approved but the card isn't printed.
Watch the printed licence lists on dotm.gov.np. They're grouped by office and date. Only go to collect once your office appears with your batch.
I failed the trial.
You can book another attempt. Practise on a course laid out like your office's, because each office sets up its own trial course.
Which province's portal do I use?
The province where your Transport Management Office is. Koshi is edlvrs.koshi.gov.np, Madhesh edlvrs.madhesh.gov.np, Bagmati edlvrs.bagamati.gov.np, Gandaki edlvrs.gandaki.gov.np, Lumbini edlvrs.lumbini.gov.np, Karnali edlvrs.karnali.gov.np and Sudurpashchim edlvrs.sudurpashchim.gov.np.

How long is the licence valid?
Ten years for licences issued or renewed since Shrawan 2082. A 2082 amendment to the Motor Vehicles and Transport Management Act doubled it from five years.
