Educational consultancies need an operating permit from the Ministry of Education, Science and Technology. In 2026 inspectors found thousands operating without one, and most had no written contracts or fee records for their students.

The safest approach is to check the ministry's list before you pay, insist on a written contract and receipts, and check the foreign university yourself rather than relying on the agent.

How it works

    Check it's on the approved list

    The Ministry of Education, Science and Technology publishes the consultancies that hold or have renewed operating permits. Most consultancies in Kathmandu were found to have no permit in 2026, so check before you pay.

    Get everything in writing

    Ask for a contract that lists what they'll do, the fees and the refund terms. Pay by bank transfer or get a receipt for cash.

    Check the university yourself

    Look the university and course up on the destination country's official register. Students have been placed in colleges that weren't accredited.

    Complain if it goes wrong

    Write to the Ministry of Education with your contract and receipts. For overcharging or services not delivered, you can also file a consumer complaint with the Department of Commerce, Supplies and Consumer Protection. If they took money and vanished, report it to the police as fraud.

What changed in 2083?

New regulations for consultancies, language classes and preparation classes came in, including a Rs 25 lakh security deposit, licence renewal and student protection rules. Consultancy associations protested and asked for changes.

Can I get my money back?

Only through the ministry, the consumer department or a court. A written contract and receipts make a refund far more likely.
