What it is

A police clearance certificate (प्रहरी प्रतिवेदन, often called a police report or चारित्रिक प्रमाणपत्र) is Nepal Police's statement that you have no criminal record. It's issued only through Nepal Police's Online Police Clearance Registration System, which foreign governments, including Canada, point applicants to directly.

The certificate is a digitally signed PDF with a QR code. You don't need to collect a paper copy, but some embassies want it attested by the Ministry of Foreign Affairs before they accept it.

Who needs it

  • People applying for visas, permanent residence or citizenship abroad, for example in Canada, Australia, the UK, Japan or the Gulf.
  • Job applicants and students whose employer or university asks for proof of no criminal record.
  • This is not for reporting a crime. To report a crime, file a complaint (जाहेरी) at a police office.

How it works

    Register on the portal

    Create an account on the Nepal Police Online Police Clearance Registration system at opcr.nepalpolice.gov.np. It works in Nepali and English and from abroad.

    Fill in the application

    Enter your details exactly as they appear on your citizenship and passport and choose the purpose and country the report is for.

    Upload your documents

    Upload clear scans of your citizenship, passport and photo. Blurry or cropped scans are the most common reason for a rejection.

    Wait for verification

    Police check their records and approve the application. Watch your email and the portal for requests to correct anything.

    Download the certificate

    The approved certificate is a digitally signed PDF with a QR code that embassies and employers can scan to check it with Nepal Police.

Common problems

The embassy wants it attested.

Some countries need the report attested by the Ministry of Foreign Affairs' consular section after you download it. Check the embassy's checklist before you book an appointment.

My passport and citizenship spell my name differently.

Fix the mismatch first, or the report may not match your visa application. A ward "same person" recommendation helps if the difference can't be corrected.

I'm abroad. Do I need to give fingerprints?

No. The OPCR application is online. Canada's immigration department notes that fingerprints for a Nepali police certificate aren't the same as the biometrics it collects for its own applications.

Is there an app?

Ncell added the police report service to its app in 2024. Whichever route you use, the certificate is issued through the Nepal Police system.

How long is it valid?

The certificate doesn't expire on its own, but most embassies only accept one issued in the last three to six months. Check the requirement of the country you're applying to.
