Short answer
Go to the nearest police office and give a written complaint (जाहेरी दरखास्त) describing what happened, when, where, who was involved and any evidence. Ask for the registration number or a copy. In an emergency call 100. If the police office won't register your complaint, you can take it to the Chief District Officer, who registers it separately and gives you a copy. What happens after you file
The police register the complaint, investigate and send the case to the government attorney, who decides whether to prosecute. Ask the investigating officer for their name and phone number and the case number, so you can follow up.
Keep evidence safe
Don't hand over your only copy of anything. Give photocopies and keep originals, screenshots and receipts somewhere safe until the case is closed.
Common problems
The police won't register my complaint.
Ask for the reason in writing, then go to the District Police Office or the Chief District Officer at the District Administration Office. Under the Investigation Rules 2075, a complaint filed with the Chief District Officer has to be registered separately and you get a copy.
I want to report something without giving my name.

It's online fraud or harassment.
Report it to the police. Online crimes are investigated by the Nepal Police Cyber Bureau. Keep screenshots, transaction IDs, phone numbers and links as evidence.
It's a complaint about a government office, not a crime.
Use Hello Sarkar (1111) for poor service or delays. Report bribes and abuse of authority by public officials to the CIAA on 107.
What should the complaint say?
Your name and contact, what happened in order, the date, time and place, who was involved or a description of them, any witnesses and a list of the evidence you have. Keep a copy of everything you submit.
