What it is
Your bluebook (सवारी दर्ता किताब) proves the vehicle is registered to you. If it's lost you need a letter from the traffic police first. If it's only damaged you can go straight to the transport office.
Lost or damaged: what you need
| Situation | Police letter | Take to the transport office |
|---|---|---|
| Lost | Yes, from the traffic police | Police letter, original citizenship, photos |
| Damaged, soaked or torn | No | Damaged bluebook, original citizenship, photo |
Who needs it
- Vehicle owners whose bluebook (vehicle registration book) is lost, stolen, torn or soaked.

How it works
- 1
Ask the traffic police for a lost-document letter
For a lost bluebook, apply on the Kathmandu Valley Traffic Police Office's lost document portal (ldims.nepalpolice.gov.np). Choose BLUE_BOOK and enter the vehicle number with the owner's name, phone number and address. Upload your citizenship, licence or passport as a PNG or JPG under 1 MB. Outside the valley, ask your district traffic police office how they issue the letter.
- 2
Wait for the SMS and print the letter
Checking usually takes 12 to 72 hours and at most about seven days. You get an SMS when the letter is ready. Download and print it.
- 3
Go to the transport office where the vehicle is registered
Only that office can issue the duplicate. A bike registered in Banepa gets its duplicate in Banepa, for example. Bring the police letter (or the damaged bluebook), your original citizenship and photos.
- 4
Fill in the duplicate form and pay
Clear any unpaid vehicle tax first, then pay the duplicate fee. The office usually issues the new bluebook in one to two hours once your papers are in. A damaged bluebook is kept by the office.

Common problems
My bluebook got soaked or torn but I still have it.
You don't need the police letter. Take the damaged bluebook to the transport office where the vehicle is registered with your citizenship and a photo. As long as the vehicle number and details can be read, they issue a duplicate and keep the old one.
My vehicle tax is overdue.
The office won't issue the duplicate until the tax is paid. Pay the tax and any fine first, online or at the counter. See our vehicle tax guide.
The bluebook was stolen with the vehicle.
That's a theft case, not a lost document. File a police complaint about the stolen vehicle first.
I'm selling the vehicle soon.
Get the duplicate before the sale. The transport office needs the bluebook for the ownership transfer.
