Short answer
Apply at the ward office of your permanent address on the set form with your citizenship certificate. Senior citizens get Rs 4,000 a month from age 70. Dalit citizens anywhere in Nepal and residents of the former Karnali districts qualify from 60 and get Rs 2,660. The allowance is paid into a bank account the ward sets up for you, starting the month after you're entered in the system. You must renew in person at the ward every year between Shrawan and the end of Bhadra.

The yearly renewal
Every beneficiary has to go to the ward in person between Shrawan and the end of Bhadra each year to renew their allowance card. Wards publish lists of people who haven't renewed before the deadline. If you're on it, go before Bhadra ends.
Common problems
I missed the renewal.
Register again at the ward as a new beneficiary. You'll get the allowance from the month after you're entered in the system, but you don't get it for the months you weren't renewed.
My parent is over 90 or can't come to the ward.
A guardian or carer can apply for them. The bank account can be run jointly with the guardian, or by the guardian alone if the person can't sign.
I qualify as both a widow and a senior citizen.
You can only receive one allowance. Choose one category. Receiving two is treated as fraud and the money is recovered with a fine.
We moved to another municipality.
Give the new ward your migration certificate and the details of the allowance you were receiving, including the record of it being stopped at the old ward.
My citizenship doesn't show my exact date of birth.
If it shows only the year and month, your age is counted from the end of that month. If it shows only the year, it's counted from the date your citizenship was issued.
Do I need to go to the bank?
Yes, once. The bank opens the account with a zero balance, but you have to go in person with your citizenship and a photo to activate it before your first withdrawal. After that you can use any branch or an ATM.
