Short answer
Apply at your ward or municipality with your citizenship (or birth registration for a child), photos and medical documents about the disability. The local level assesses the disability and issues a card in one of four classes: red (क, profound), blue (ख, severe), yellow (ग, moderate) or white (घ, mild). Red and blue card holders can then apply at the ward for the social security allowance of Rs 3,990 or Rs 2,128 a month.

After you get the card
For a red or blue card, apply at your ward for the social security allowance with the card and your citizenship or birth registration. The allowance starts the month after you're entered in the system and has to be renewed in person every year between Shrawan and the end of Bhadra.
Common problems
My child has a disability. Can they get a card?
Yes. Children apply with their birth registration instead of citizenship. A red or blue card also makes them eligible for the allowance at any age.
The card class is lower than I expected.
Ask the local level how the classification was decided and how to request a review. Bring updated medical reports.
What does the card give me besides the allowance?
It proves your disability for fare concessions on public transport and for scholarships and quotas in education and government jobs. Other services also depend on your disability class.
