How do I get my land measured (napi)?

Land measurement and maps in Nepal come from your district Survey Office. Apply online through Mero Kitta with your lalpurja and citizenship scans.

Short answer

Measurements, boundary checks, plot splitting and map copies are done by the Survey Office (नापी कार्यालय) for your district. You can apply online through the Survey Department's Mero Kitta system with a scan of your land ownership certificate and the owner's citizenship, each under 1 MB. Track the application with your mobile number and a one-time code. Field work such as checking boundaries is done on the ground with neighbours notified.

What the Survey Office does

  • Field measurement and boundary checks. A surveyor visits the land.
  • Plot splitting and merging (कित्ताकाट and कित्ता एकीकरण).
  • Copies of field books, plot registers and maps.
  • Map prints and traces, delivered as a download link through Mero Kitta.

Each district has at least one Survey Office, and some have several. The Survey Department publishes a list with contact numbers for every office.

Common problems

My neighbour's wall is on my land.

Ask the Survey Office for a field measurement of the boundary (सिमाना). Neighbours are notified and the surveyor marks the line from the official map. If you still disagree, it becomes a dispute for the local government's judicial committee or the court.

I want to split one plot into two (कित्ताकाट).

Apply at the Survey Office with the lalpurja. It creates new plot numbers and the Land Revenue Office then updates the records. Splitting land into building plots also needs approval from the local government, and Bagmati charges a plotting fee.

I only need a copy of the map.

Request a map print or trace through Mero Kitta. Once the work is done you get a download link valid for seven days.

The area on my lalpurja doesn't match what's on the ground.

Ask for a field measurement first. Records from older surveys can differ from the current map, and the Survey Office can correct its records after measuring.
