Short answer
In Kathmandu Valley, apply to Kathmandu Upatyaka Khanepani Limited (KUKL) at the branch that covers your area or through the KUKL customer app. You'll need your land ownership certificate, citizenship and building approval. Outside the valley, water is run by other utilities or local user committees, so ask your municipality.
