Short answer
A ward recommendation (वडा सिफारिस) is a letter from your ward chair or ward secretary confirming something about you, such as your address, relationship, income level or that two documents refer to the same person. District offices, banks and embassies rely on it. Apply at the ward office of your permanent address with your citizenship, the documents that back up what you're asking them to confirm and photos. Simple ones are issued the same day. Fees are set in each municipality's finance act.

What to bring
- Your citizenship certificate and a photocopy.
- The documents behind the claim. For example, both documents with different spellings for a same-person recommendation. Land and income records for an income certificate.
- Recent photos, usually two.
- The latest local tax receipt, if your ward asks.
Why the ward and not the district office
The District Administration Office decides citizenship, passports and similar matters, but it relies on the ward for local facts: where you live, who your family are and who you are. That's why almost every district office application starts with a ward recommendation.

The ward says it needs a local verification (सर्जमिन).
For facts the ward can't confirm from documents, such as a relationship or where you've lived, it gathers statements from local people. Bring neighbours or relatives with their citizenship copies. Municipalities often ask for several witnesses.
I live in a different ward from my permanent address.
Recommendations are usually issued by the ward of your permanent address. If you've moved, register your migration first so the new ward can serve you.

Do I need to pay local taxes first?
