How do I get a passport for my child in Nepal?

What it is

Children who don't have a citizenship certificate apply for a passport with a minor identity card (नाबालक परिचयपत्र) instead. In Nepal you can get citizenship from age 16, so this route covers children under 16.

The minor identity card is a separate document issued by the District Administration Office. Most of the work is getting it, because it needs the ward recommendation, both parents' citizenship and their marriage registration. Once you have it, the passport application works the same way as an adult's, at half the fee.

How it works

    Register the birth

    If the child's birth isn't registered yet, do it at your ward office. The birth registration certificate is needed for the minor identity card.

    Get the minor identity card

    Apply at the District Administration Office with a recommendation from your ward chair on the set form, both parents' citizenship certificates, the parents' marriage registration, the child's birth registration and three recent passport photos of the child. The fee is a Rs 10 stamp and the card is issued the same day if the papers are complete.

    Fill in the online form in the child's name

    Use emrtds.nepalpassport.gov.np. Copy the child's name and date of birth exactly as they appear on the minor identity card, choose the office and book an appointment.

    Pay Rs 2,500

    Minors pay half the adult fee for a regular passport. Keep the receipt.

    Bring the child to the appointment

    The child's photo and fingerprints are taken at the office, so the child has to be there with a parent or the guardian named on the minor identity card.

    Collect the passport

    Regular passports take about a month. A passport for a child under 10 is valid for five years.

Common problems

My child was born abroad. What else do I need for the minor identity card?

DAO Kalikot lists the hospital birth certificate, the child's passport or one-way travel document used to enter Nepal and the parents' passports. If you came from anywhere except India, those passports need the Nepal immigration stamp.

We moved here from another district.

Add your migration certificate and land ownership certificate. If a parent's citizenship was issued in another district, the office also needs the record from that district before it issues the card, which can add days.

The child's name is spelled differently on the birth registration and the school certificate.

Fix the birth registration at the ward first. The minor identity card follows it, and the passport follows the minor identity card.

Only one parent can come.

One parent is enough at the passport appointment. Bring both parents' citizenship copies and the marriage registration anyway, since the office checks them against the minor identity card.
